• You must also have a full-time job offer from an eligible employer in Newfoundland and Labrador, hold a Post-Graduation Work Permit from IRCC

International Entrepreneur Category

• They must also have a net worth of at least CAD $600,000 in business and personal assets and score at least 72 out of 120 on the Expression of Interest (EOI) assessment grid.
•  Additionally, applicants must be able to invest at least CAD $200,000 or hold a 33.3% ownership stake in a business (or invest CAD $1 million in equity) and have at least two years of experience actively managing or owning a business in the last five years, or five years of experience in a senior business management role in the last ten years. 
• A business plan and high school diploma are also mandatory, and applicants must intend to live permanently in Newfoundland and Labrador.
• Furthermore, they must create at least one full-time job for Canadian citizens or permanent residents, operate a for-profit business, and conduct an exploratory visit to the province before starting or purchasing a business. Additional criteria may apply for those starting or purchasing a business.

Application Process

To begin the process of applying, applicants must first ensure that they meet all the criteria for the International Entrepreneur Category. 

• Once they have confirmed eligibility, they can submit an Expression of Interest (EOI) online.
•  However, this is not a formal application and does not guarantee permanent residency; it is a pre-screening process. 
• If an applicant is selected, they will receive an Invitation to Apply from the province’s immigration office.
•  At this point, they will need to choose a Net Worth Verifier who will verify their net worth. 
• The applicant will also be required to gather all necessary documents, including a Business Establishment Plan, and submit a formal application.
• They must also provide a Net Worth Verification Report. If the application is approved, the applicant must sign a Performance Agreement and have it notarized before proceeding with their business plans.

International Graduate Entrepreneur Category

Catering exclusively to graduates of Newfoundland and Labrador post-secondary institutions, this category exemplifies the province’s concerted efforts to harness local talent and propel entrepreneurial ventures. • Presenting a business continuity plan with supporting financial documents, and graduating from Memorial University of College of the North Atlantic within the past two years from a program of at least two years in length.
• Additionally, you must have a valid post-graduate work permit
• Meet language proficiency requirements in either English or French (CLB 7) 
• Have at least one year of experience managing a business in the province with at least one third ownership
• Create at least one full-time job for Canadian citizens or permanent residents, and show that the business will be profitable. 
• Further criteria may apply if you are purchasing or starting a business.

Application Process

The first step in the application process is to ensure that you meet the requirements for the International Graduate Entrepreneur Category. After that, you must complete an Expression of Interest (EOI). 

It is essential to note that submitting an EOI is not the same as submitting an application. It is a pre-application screening process and does not guarantee permanent residency.

If your EOI is selected, you will receive an Invitation to Apply from the province’s immigration office. 

You will then need to gather all the necessary documents and submit your application. This includes a Review Engagement and Special Purpose Report, which must be provided by a licensed verifier of your choice. 

A Review Engagement involves reviewing your business’s financial statements, while the Special Purpose Report will provide an opinion on the financial viability of the business, recommendations for improvement, and a business review of any issues or challenges concerning the financial statements.

Once your application is approved, you can use the CAD $250 processing fee towards creating your business management plan, which also incurs a processing fee of CAD $250.

The Atlantic Immigration Pilot: A Federal Endeavor
